In 2016, the Indian Parliament passed the Real Estate (Regulation and Development) Act (RERA) to protect buyers’ interests and boost the real estate sector. The Act was first introduced in 2013 and came into force on May 1, 2017. Though it is a Central Act, the implementation of RERA depends on each state as real estate is a state matter. The Uttar Pradesh Government drafted and published its RERA rules on October 27, 2016, and launched the UP RERA website on July 26, 2017.
The RERA Act 2016 was launched with the aim to regulate India’s real estate sector and protect homebuyers. Streamlining the real estate sector and the introduction of regulations also boosted the industry. The Act mandated setting up Real Estate Regulatory Authority across various states (like UP RERA) as the regulatory body responsible for addressing customer grievances.
Thus, this Act set up a regulatory authority in every state and union territory of the country. It would protect the interests of investors and create and maintain a robust grievance redressal system. The RERA Act also stipulated that all real estate promoters and developers had to register themselves and their projects for increased transparency.

Promoters need to register themselves on the UP RERA website before they can register any project. To do so, you will need to follow the given steps.
Visit the official portal of UP RERA and go to the “Registrations” section in the menu bar. Select “Promoter” from the dropdown menu.
You will be redirected to a page where you have to verify your 10-digit mobile number. Once you enter your mobile number, click on “send OTP”. Enter your OTP in the specified field and click on “Verify”.
You will be redirected to a page – “New Promoters Registration”. Fill in all the mandatory details required and upload the documents as specified.
Once done, tick the acknowledgment box stating that all the information provided is correct. Click on “Save” to review your details. Once the review is done, click on “Submit” to register.

By bringing transparency and professionalism to the sector, it has, in turn, boosted confidence among investors. The state government has also launched an easy-to-use online portal where all parties can get information or file complaints.
Ans. Follow these steps to find UP RERA registered projects:
Step 1: Visit UP RERA’s official website and find Registered Projects in the Important Links section.
Step 2: Enter the district name, registration number, project name, promoter’s name, etc.
Step 3: Input the CAPTCHA code and search for projects.
Ans. To check the details of registered promoters, you can go to UP RERA and click on ‘Registered Promoters’ under Important Links. Then, enter the registration number and name of the concerned promoter. Finally, enter the CAPTCHA code and click on the Search button to filter the results.
Ans. Registered promoters need to submit scanned copies of the following documents:
a) PAN card
b) Balance sheet of previous years
c) Income Tax Returns for previous three years
d) Title deed of the promoter/land
e) Encumbrance certificate
f) Collaboration agreement/joint agreement
g) Copy of project plan
Ans. Any aggrieved party, whether homebuyer, promoter or agent, can file a complaint on the UP RERA website. To file a complaint, go to the official website and click on Complaints > Register Complaint. You will need to register or sign in (if you have already registered) to file a new complaint. Finally, submit the complaint form with necessary documents.
Ans. The following projects need RERA approval:
a) Any project with an area of over 500 sq. mtr. or 8 units
b) All commercial and residential projects
c) Projects which did not have a completion certificate before this Act
d) Projects involved in only repair, renovation or redevelopment do not come under RERA.
