Introduced by the Government of Goa on May 30 2016, Deen Dayal Swasthya Seva Yojana (DDSSY) is a health insurance scheme that provides medical benefits to the residents of Goa.

Facilities Under DDSSY
Individuals covered under the scheme can get the following advantages:
- People can get cashless medical facilities in certain government and private hospitals in Goa.
- The scheme covers the facilities mentioned in the list of 447 procedures. It adopts the highest rates, as subsumed from states, the Central Government Health Scheme (CGHS), and the institutes of national excellence.
- Free primary care and OPD facilities are available in DHS and GMC establishments.
- It includes coverage for diseases like hypertension and diabetes. However, the amount spent annually cannot exceed Rs. 15,000.
- People requiring Ayurvedic treatment or mental health hospitalisation can avail of medical facilities only in government hospitals of Goa.
- The policy covers high-end diagnostic facilities at rates mentioned by GMC. However, to avail of such treatments, one requires a reference from a doctor or a government hospital.
- This scheme includes coverage for medication required for disorders like cerebral palsy, multiple sclerosis and epilepsy.
- Non-beneficiaries have to pay 30% of the health package rate mentioned in the procedures for the first year. The rate increases to 60% and 100% in the second and third years respectively.

Features of DDSSY
The salient features of Deen Dayal Swasthya Seva Yojana are as follows:
- A family with three or fewer members can get an annual coverage of Rs. 2.50 lakhs (maximum).
- Annual coverage of Rs. 4 lakhs (maximum) can be provided to a family with four or more members.
- Family members can utilise the scheme benefits collectively or individually.
- A person can avail of higher coverage from the insurance provider directly by paying a higher premium. However, it will not impact the existing government facilities or policy.
- Each family gets one insurance card.
Cost of Facilities Under DDSSY
The motive of the insurance policy is to reduce the financial burden of the people during a health emergency. The cost structure is as follows:
- A family of three or fewer members has to pay an annual fee (premium) of Rs. 200.
- An annual charge of Rs. 300 applies to a family with four or more members.
- A 50% concession applies to disabled people, SC/ST and OBC (non-creamy category).
Eligibility Criteria for DDSSY
The below-mentioned eligibility conditions are applicable for the scheme:
- It covers only the residents of Goa, living in the state for five years or more.
- A person’s family includes dependent parents/in-laws (if the person is female), unmarried children and spouse.
- State/Central Government employees who are covered under any other health insurance scheme of the government are not eligible for DDSSY.
Documents Required for DDSSY
If you are interested in applying for Deen Dayal Swasthya Seva Yojana, you need to submit the following documents:
- Aadhaar card/ Enrolment slip of every person above five years of age (compulsory)
- Residence proof- Residence certificate/Election card/Bank account/Passport/Driving licence (issued at least five years ago in the state of Goa)
- Ration card to recognise family. If you don’t have your ration card, you can submit the below-mentioned documents:
- Marriage certificate for spouse
- School leaving certificate/Birth certificate of dependent children/child
- Declaration stating dependent parent is unemployed
- For OBC (non-creamy category): Caste certificate provided by Deputy Collector and income certificate showcasing annual income of less than Rs. 6 lakhs
- In case of SC/ST: Caste certificate provided by Director Tribal Welfare or Deputy Collector
- For disabled category: Disability certificate provided by Medical Board
- Prescribed form

Steps to Register Online for DDSSY
Follow these steps to complete the application procedure for DDSSY:
- Register on the Goa Government portal and log in
- Fill in details of the family head or eligible person
- Add family member details
- Mention details of residence proof (issued a minimum of five years ago)
- To get concession on registration fees, provide income/caste details
- Attach the Aadhaar card of each member. Provide a birth certificate of the minor, if an Aadhaar card is not issued
- Click on ‘proceed to pay’ and pay the required fees
- After successful payment, take down the Acknowledgement Number for tracking application.
- Download the e-cards after getting approval from the respective office chosen during the application procedure.
- After successful verification and approval, collect the DDSSY card within thirty days from your selected office.
- You will get all the information on your registered mobile number.
