The Income Tax Department has authorised two agencies to issue PAN cards and make corrections/changes. This includes NSDL (National Securities Depository Limited) and UTI Infrastructure Technology and Services Limited (UTIITSL).
UTIITSL was established as a government company in 1993 to provide financial services for UTI investors. Today, it provides various technology and outsourcing services for the Government of India (GOI) and the financial sector.

Formerly called UTI Technology Services Limited (UTISL), UTIITSL is a 100% government-owned company operating under the Ministry of Finance. It was incorporated on May 19 1993, by the enactment of the Unit Trust of India Act 2002.
UTIITSL is one of the largest financial service providers in the country, providing an array of services/products such as medical bill processing, e-governance, issuance/printing of PAN cards, etc. It is also a Category 1 SEBI-approved permanent registrar and transfer agent offering R&T (research and training) services for investors.
This government company has ISO 27001:2005, ISO 20001:2005 certifications and CMMi level 2 appraisals. Over the years, UTIITSL has been involved in providing assistance to GOI and State Governments in implementing various IT and communication programs.
UTIITSL has its registered headquarters and an ultra-modern data centre in Navi Mumbai. Moreover, it has a DR (disaster recovery) site in Hyderabad. Besides these, it has four regional offices located in metro cities and branch offices in more than 50 cities across India.
You can apply for a new PAN card, make/corrections and changes, track application status and perform bulk verifications.
At UTIITSL offices, people can avail various Aadhaar-related services such as Aadhaar enrolment, biometric update, demographic update etc.
UTIITSL also processes medical bills and claims for various government health schemes. It provides services for the Central Government Health Scheme (CGHS), Employee State Insurance Corporation (ESIC), National Institution of Mental Health and Neurosciences (Nimhans), railways, ECHS etc.

The Income Tax Department has authorised UTIITSL to issue PAN cards and provide other PAN-related services. Since 2003, this company has issued over 12 crore PAN cards for both domestic and foreign citizens.
It also allows people to track the status of their PAN card application through its official website. Moreover, you can search for AO (assessing officer) code details for your residence. You can also search for the nearest PAN centre using its official web portal.
Organisations like financial institutions and government agencies can use its portal to verify PAN in bulk. UTIITSL also manages the PANOnline web portal, which allows users to apply for new PAN cards (directly or with the help of PAN service agents).
Any Indian taxpayer can apply for a new card by filling up Form 49A. Foreign citizens need to choose Form 49AA to apply for a PAN card.
Follow the given steps to apply via UTIITSL’s official website.
Step 1
Visit the official website of UTI Infrastructure Technology and Services Limited.
Step 2
On the homepage, click on ‘PAN card for Indian Citizen/NRI’.
Step 3
On the new page, click on the option telling you to apply for a new PAN card (Form 49A).
Step 4
Select physical or digital mode to choose how you want to submit the application form. For digital mode, you have the following options for signing the application:

Choose the applicant category and whether you want a physical or physical + e-PAN card. Next, click on ‘Submit’.
Step 6
Note the reference number and fill in your personal details (name, DOB, residential address, Aadhaar details).
Step 7
Select which document you want to submit for proof of identity, address proof and date of birth proof.
Step 8
Enter your contact details, click on ‘Next’ and fill in your parents’ details.
Step 9
On the next page, fill in the AO code, range code and details of the representative assessee.
Step 10
Now, you will have to upload scanned copies of the required documents and submit the form after validation.
Step 11
Make payment for processing fees via debit/credit card, net banking or demand draft (DD).
Step 12
Download and take a printout of the acknowledgement slip. You will have to send this document along with two photographs and copies of documents to UTIITSL’s office by post.
You can also use UTIITSL’s official website to find the nearest PAN card application centre and apply for a new PAN offline.

Step 1
On the official website, click on PAN card services and then select PAN application centres.
Step 2
Enter the name of your state and district to find the address and contact details of the PAN centre.
Step 3
Ask for Form 49A or Form 49AA from the PAN Service centre.
Step 4
Fill out this form, making sure to affix two recent coloured photographs. You will also have to fill out the designation and code of AO.
Step 5
Submit the PAN application form with prescribed documents and fees.
After successful verification, the office will issue you a PAN card within 15 working days.
